We get asked this a lot and have answered it, a lot.
Even though this isn't a part of the Convention of Consent, this is a topic that often comes up due to groups across Canada that are wanting to write their own constitutions.
The first step in being able to make any decisions at all is for us to obtain through a constitutional challenge, for a constitutional amendment, our Collective Civil and Political Right to be the Collective Head of State our existing Constitution.
So the answer is...all of us...as a Collective...via Referendums.
Decisions on how this would happen would also be done via public input and committees across Canada.
Democracy is only possible if those utilizing it are educated on how it works, how their government works, how their parliamentary system works, etc.

This book is a blueprint on how to make all this work with Citizen Committees in every riding across Canada. This is something we've discussed several times as needed, and what we've been asking people to join and build, as signatures grow.
The main point is, for the first time, Citizens and Indigenous People will be actively involved in our own self-determination and governance...365 days a year. Elections will not take our individual or collective right to this away until the next election.
